Common misconception
Verbs with 'de' e.g. 'persuader de', 'conseiller de' do not need to be followed by a second verb in its infinitive form.
All French verbs with 'de' are always followed by a second verb in its infinitive form. There may be a preposition or an object pronoun between the two verbs but a second verb in its infinitive form will always follow.
